The scene depicted is the Rites of Convocation of the Holy Roman Emperor, a grand ceremony marking the imperial election. The electors, including the Elector of Brandenburg, are seen bringing their mandates to the Emperor Charles IV, symbolizing their loyalty and commitment to the imperial cause.
