In 1868, Hall and other community leaders established a charitable institution named the Wellesley, dedicated to providing shelter and training for Tyneside waifs and young men, preparing them for naval service. The Training Ship Wellesley, moored on the River Tyne, served as their base from 1874. Dressed in a smart Victorian suit, complete with cravat and collar pin, Hall exudes a sense of authority and compassion.
