Harris served as the Member of Parliament (MP) for Tynemouth from 1900 to 1906, Stepney from 1907 to 1910, and East Worcestershire from 1914 to 1918. Born in 1864, Harris's political career began in earnest when he was elected as the MP for Tynemouth at the turn of the century. Despite this setback, Harris was re-elected as the MP for East Worcestershire in 1914 and continued to serve until the end of World War I.
