As seen in this 1909 photo, workers were imported from Northern Spain to work on the canal. On 2/15, Chief of State Omar Trorrijos warned that Panama wuold take a tough line in secret talks that Panama would take a tough line in secret talks now underway on a new treaty covering the operation and control of the waterway.
