Malenkov was replaced by Nikolai Bulganin, who was unanimously elected by the Red Parliament. With a confession of my guilt for unsatisfactory leadership, Malenkov in his resignation statement hinted he expected to stay on in the government at some reduced rank. Left to right, front row are Lazar Kaganovich; Bulganin; Nikita Krushchev; Malenkov; and Klimenti Voroshilov.
