Britain's Constitutional Crisis. The General Election, expected to provide answers to Britain's economic chaos, has plunged the country into a political crisis instead. When all the votes had been counted, in a cliff-hanging finish, the final state of the parties was: Prime Minister Edward Heath's Conservatives 296 seats; Labour 301; Liberal 14, and others, including Scottish and Welsh Nationalists, 24. On Saturday and Sunday (2/3-3-74), interest centred on Mr. Heath's attempts to form a minority Government with Liberal support. Failing this, the Queen may invite Labour Leader Harold Wilson to form a Government. Silent crowds form outside the Prime Minister's residence, No. 10 Downing Street, to watch the activity as the power struggle develops. March 1974 P018754
