The Panama Canal, an engineering marvel of the time, had only recently opened in 1914, revolutionizing international trade by allowing ships to traverse between the Atlantic and Pacific Oceans without having to navigate the lengthy and treacherous Cape Horn route. The C-class submarines, named after their displacement tonnage, were the first truly successful fleet submarines of the United States Navy. With a length of 221 feet and a beam of 22 feet, these submarines were larger than their predecessors and could submerge for longer periods of time. They were also equipped with a diesel engine for surface travel and an electric motor for underwater propulsion, making them more versatile and capable than earlier models.
