EDITORS COMMENTS
This evocative photograph captures the Annual Inspection of the Middlesex Industrial School, established at Feltham in 1857 to provide care, reformation, and education for juvenile offenders. Situated in Hounslow, Middlesex, the school admitted any boy between the ages of 7 and 14 who had been convicted of a criminal offence, for a term of not less than one year and not more than three. With an average population of approximately 560 boys, the institution aimed to instil discipline and good behaviour through a combination of industrial training and moral instruction. The Annual Inspection, held in 1865, was an important event in the school's calendar. The boys, dressed in their best uniforms, are seen here assembled in the school yard, awaiting the arrival of the inspecting authorities. The audience, comprising of magistrates, school governors, and other dignitaries, are seated on the raised platform, observing the proceedings with great interest. The Victorian era, with its emphasis on law and order, saw a surge in the establishment of such institutions. The Middlesex Industrial School at Feltham was one of many reformatories that sought to address the issue of juvenile delinquency, providing a second chance to young offenders and offering them the opportunity to turn their lives around. This photograph offers a unique glimpse into the past, providing a poignant reminder of the efforts made during the 1860s to reform and rehabilitate the young offenders of the time.
