"This historic photograph captures a pivotal moment in the urban development of Paris during the Second French Empire. On 16 February 1859, Emperor Napoleon III (1808-1873) is seen handing over the decree of annexation of the suburbs of Paris to Baron Georges-Eugène Haussmann (1809-1891). Haussmann, a prefect of the Seine department, was instrumental in the extensive renovation and expansion of Paris under the guidance of Napoleon III. The decree marked the beginning of Haussmann's ambitious urban development project, which aimed to modernize the city by widening and straightening its streets, improving sanitation, and constructing new buildings. The photograph shows Haussmann, dressed in a formal suit and top hat, holding the decree in his left hand as Napoleon III looks on approvingly. Also present are Jules-Baptiste Dumas (1800-1884), a chemist and president of the municipal council, as well as Generals Fleury and Rolin.
