Phillips was born in London and educated at Trinity College, Cambridge. He began his literary career as a playwright, penning several successful comedies and tragedies for the London stage. However, Phillips is best known for his contributions to the literary genres of satire and prose. His most famous work, "The Splendid Shilling," is a satirical poem that critiques the corrupt and extravagant court of King William III and Queen Mary II. The poem's title refers to the shilling, a coin worth five pence, which was often used as a unit of measurement for bribes and other forms of corruption. Phillips' biting wit and keen observation of human nature made "The Splendid Shilling" a sensation, and it quickly became a bestseller. Phillips also wrote a number of other notable works, including "Cyder," a collection of poems and essays on the subject of cider, and "A Collection of Old Ballads," which helped preserve many traditional English ballads for future generations. Despite his literary success, Phillips faced financial difficulties throughout his life, and he died in poverty in London in 1709.
