This powerful image captures the intensity of the anti-conscription protests that swept through the United States in the summer of 1917. On June 16th of that year, an estimated 5000 women gathered outside New York City Hall to present an anti-registration petition to Mayor John F. Hylan. The women's suffrage movement and other progressive organizations had united in their opposition to the Conscription Act, which required all men between the ages of 21 and 31 to register for the military draft. The scene in this photograph is one of chaos and conflict. Two women, their faces contorted with anger and determination, are being arrested by police officers for fighting with them. The police, dressed in their uniforms and helmets, are attempting to maintain order amidst the crowd, which is filled with women of all ages and backgrounds, waving signs and chanting slogans. The Conscription Act, also known as the Selective Service Act, was a contentious issue in America during World War I. Many women believed that the war was a masculine affair and that their role was to support the troops from the home front. Others, however, saw the draft as an infringement on individual rights and an unfair burden on working-class men. This photograph is a poignant reminder of the passion and activism that characterized the early 20th century in America.
