Three Jolly Post Boys!, 1888. Artist: Joseph Swain
Three Jolly Post Boys!, 1888. William Henry Smith is on the left in this cartoon. He was the First Lord of the Treasury and Leader of the House in Lord Salisburys Conservative government. In the centre is Charles Ritchie and, on the right, George Goschen, the Chancellor of the Exchequer. In full hunting rig, the three gentlemen propose a toast. In the background, a carriage laden with the Local Government Bill and National Defences can be seen. The Local Government Bill had just been put forward. This proposed the inauguration of separate boards for local government. Major towns were designated as county boroughs, and counties were to be governed by elected councils. However, it also specifically excluded women from the new county councils. From Punch, or the London Charivari, May 19, 1888

EDITORS COMMENTS
The print titled "Three Jolly Post Boys!, 1888" captures a moment of political camaraderie and satire in the late 19th century. Created by Joseph Swain, this cartoon features prominent figures from Lord Salisbury's Conservative government. On the left stands William Henry Smith, the First Lord of the Treasury and Leader of the House, while Charles Ritchie occupies the center and George Goschen, the Chancellor of the Exchequer, stands on the right. Dressed in full hunting attire, these three gentlemen raise their glasses for a toast amidst a backdrop depicting a carriage loaded with significant legislation such as the Local Government Bill and National Defences. The recently proposed Local Government Bill aimed to establish separate boards for local governance but controversially excluded women from participating in county councils. Swain's caricature cleverly combines elements of humor and political commentary to highlight key issues within conservative politics during that era. The monochrome engraving adds depth to this satirical portrayal while emphasizing its historical significance. This image serves as a reminder of how politics has evolved over time and offers insight into societal attitudes towards gender equality at that period. It showcases not only Swain's artistic talent but also provides valuable context into British politics during an influential period in history.
