This small oil on panel is not by van de Velde the Younger but by an unidentified follower in his general manner, probably in the late 17th or possibly early 18th century. The grey sea and Dutch subject, and the fact it is a small cabinet item on wood panel, perhaps make a Dutch hand more likely than an English one but the latter is possible.
