He studied at the École des Beaux-Arts in Paris, where he was taught by Jean-Auguste-Dominique Ingres. Biard's works were popular during his lifetime, and he exhibited regularly at the Salon de Paris from 1827 to 1859. His paintings often depicted everyday life in exotic settings, such as his famous work "The Grand Bazaar of Cairo" (1852). He also painted portraits of prominent figures such as Napoleon III and Pope Pius IX.
